Why "obviously, it needed 8 days"? We are talking about a
(corporatised) government organisation, which does not consider costs
on the community, etc when it lays out its timetable of works.

It is quite possible (actually, quite probable) that the works could
have been completed far quicker (albeit at a higher cost).
