The way I'd do it:

* Hourly expresses to Bendigo stopping only at Kyneton and Castlemaine
interspersed with
* Hourly stoppers to Kyneton, a few of which could extend to Bendigo in 
order 
to serve places like Malmsbury and Taradale. Perhaps every second one, 
giving 
a 2-hourly service to Taradale, which is significantly better than what it 
has 
now, current service to taradale being nothing.
