If the commercial power supply to the substations is cut, then track
power will also be cut.  It is certainly within the scope and general
ability of the commercial power provider to arrange, often remotely,
the cutting of commercial power input to substation.

How fine grained that control is (i.e. just power to the sub-station,
or to a larger chunk of the power reticulation network around the
sub-station) will be dependent of both the control systems generally
available to the various electricity distributors involved, plus
whatever specific arrangements may have been made between the
appropriate rail authority (RIC?) and their nominated electricity
supplier as far and specific power supply control equipment just for
rail traction sub-stations is concerned.
