I'm wrong - must've read the Jan 2002 newsletter <g!>.  The newsletter
does say "a source of funding has been identified ....  .... will
enable repair work to be done sufficient to get trains back to
Leongatha again.   

Victrack have agreed to foot the bill to repair the bridge at
Whitelaw, currently able to carry only railcars.
