Victoria is a bit different from NSW. Been a smaller state, cities and towns
are much closer then NSW towns, V/Line kept most of its rolling stocks with
government ownership. Bairnsdale , Mildura service return would be much
easier , cost less and more attractive then Broken Hill or Grifftih to
Sydney service. Rail tracks are straighter thus allow 115 kph running longer
and even Mildura service which consider to be long distance in Victoria
takes at most 9 hours(Vinelander). NSW Country service
is a totally different matter, it is just as important to serve country
towns in both states but the cost to provide such services is different in 2
states.
