Answer: There will be an outcry from drivers and guard who sleep on the
train (which is more comfortable than trying to sleep in a chair in the meal
room).
The compressors can be turned off but the alternator needs to run to provide
heat, which by the way needs air to operate, hence having to turn the
compressors back on after a short time.
