"1994 Book of Rules and Operating Procedures" still has regulation 74.

We are talking about Victoria here.

regulation 74 was changed to 30 seconds in lue of 10 seconds following
the rear ender at Syndal in December 1989.
(one peak hour train tipped through a red auto, then took off at speed
down hill and into the back of the other train sitting in the platform
at Syndal, ummm sounds like Holmesglen July 2000 and Footscray June
2001, but the cause of those accidents (all three) is no public, and in
the case of Footscray too early yet, but the ATSB is doing the report
this time, so it will be made public)
