That seems a very ill thought-through limitation when the fare system
is based on zones and time based validity, not on journeys. It
certainly attacks one of the attractions for an occasional user buying
a multi-ride ticket.
No wonder Melbourne has so much trouble getting passengers to buy and
validate tickets
