Or perhaps to describe it more accurately, allowing ex Melbourne trams
(and some other trams) to sit on the tracks and disintegrate. Did these
trams ever actually turn a wheel at Rutherford? (I think, in fairness,
that the same organisation did run a tram for a while along the
riverfront in Newcastle?)
