[QLD] 2HR TRANSFER ticket - what is it?

At 10:15 this morning on the Gold Coast campus of Griffith Uni, I picked
up a ticket issued at 7:42am at Carseldine (Caboolture line north of
Brisbane:

Rail BT Bus or Fery
Expires -9:42
Wed 07 Mar 01
Cost incl. GST  $1.80

I have never heard of such a ticket.  What is it?  Seems awfully cheap.
