Yes,
using the money to eliminate level crossings maximises benefits for
everyone, particularly normal suburban passengers on the Broadmeadows line
(and eventually to Craigieburn, maybe Wallan).
I have said before in this ng, this is the ideal opportunity to adopt a
Japanese operating technique, not used in Melbourne hitherto:
Broadmeadows station should be built so that a train running nonstop
Melbourne - Broadmeadows - Airport should overtake a train stopping at all
stations Melbourne - Broadmeadows - Craigieburn there, with dual
cross-platform interchange. This provides the overall shortest journey
time for the majority of passengers without an expensive and underutilised
third track.
