Ooops, looks like the pedantic police are out in full force again tonight.
I missed the lack of "or" which seemed imminent in the original post. I
based it upon "refuse to, or give false name and address".
But based on what you say, I think you would be quite right, there is no
offense relating to failure to give false name or address.
