I don't believe that one, but it sounds just like the nonsense that some
rulemakers publish.

My vote for best guards goes to some of the staff of the AN era Overland who
could handle all types diplomatically without any scenes being created.

Big hint to whoever is supposed to be regulating the operators of public
transport in Melbourne: have a look at how the Adelaide system uses
Passenger Transport Board (the state government regulator of public
transport in Adelaide including the taxi system) provides *uniform*
timetable, fare, route and other information on board vehicles and at
stations and stops. Of course this is done with the active involvement of
all the public transport operators.
