a)    Victoria is powered by the 750 Volt Third Rail System not 22kV
(actually it's 25 kV north of the Thames).
b)    The Signaller sent an ALL STOP message on the train radio system (cab
secure).
c)    The signal box have direct priority lines to Electric Control
specifically for Emergency Power Cut Off's
d)    Yes there are big sparks but the system is designed for it.

As the signaller said in the BBC interview he was only doing his job in the
way the training had taught him.  Shows that good use of equipment and
procedures does improve Safety.
