This isn't quite right. They'll still be getting the concession fare re-
imbursement and some assorted incentive payments. Also, they've
recieved much larger subsidies in the early years of the contracts than
the old met was getting, so even if they lose money in the last few
years they'll still be ahead.

No system in the world (with the exception of very densely populated,
wealthy cities in Asia) is able to run a self-supporting public
transport system. ANy operator that claims not to be subsidised really
means that the subsidy has been rebadged as a "concession fare
reimbursement" or "community service payment".
