I think it probably has been done by a few people over the years.  I know of
one 2'6" machine, powered by a motor bike engine, that toured Victoria's
narrow gauge lines over 40 years ago and is still extant, albeit as a museum
exhibit, although I believe it has also been fired up in recent years.
