Yes, when the traffic of a double line is being worked over a single line due to repairs, obstruction etc. The safeworking locations
on either side of the repairs, obstruction etc accept trains under "Line Clear, But Station Or Junction Blocked", can't remember
code for this though even though I was a signaller.
