RUBBISH. The countryside is full of them. For instance almost every
(maybe every) CTC crossing loop has low speed indications for admission
to the loop or when the starting signal is at stop. 

As an interesting recent reference, see Weekly Notice 46/2000 page 14,
which refers to modifications at Taree: "The Down Home Signal No. 3 will
be altered to display a Caution aspect for the Main Line in lieu of the
Low Speed aspect, which will be displayed for the Loop Line only..."

I am sorry, but it is a simple fact of life that many do have them. Go
and look.
