As the photo only showed one head I assumed it was DLCL. In SLCL then
the Low Speed is in a separate box.

That theory may have some merit. However no one would have "changed
their mind" in design stage to put in a 'low speed' in lieu of a 'close
up'. I'd say it was probably the cheaper option (to put the low speed
in a separate box) for the contractor when they did that area.
