[General] Rules & Regulations under privatization



When railways were operated by government agencies, the book of rules and
regulations had legal force as a by-law of the relevant Government Railways
Act (or whatever), and it bound employees of the railway authority and
specified how they were to behave in various situations. What happens (e.g.
in Victoria) now - how are the rules given legal force? Is there an
equivalent of the various Road traffic Acts, which apply to all road users.
regardless of who owns the vehicle or the "track"?

What about in (say) NSW, where the government owns the track but it and
private train operators use it?
