But even though a list of schools can be generated from
this "database", what happens if someone uses a genuine school name
(even if they don't go to that school, say?).

AND even if they used a schoool that didn't exist....if you put phoney
details on the applcation form...how would they trace you? All they
have is your photo..not like we are talking about huge amounts of money
here..
