Even charge a nominal fee of say $1 per trip, or "gate entry". Use road 
money to vastly improve public transport services, which in turn will get 
more cars off the road, making current roads managable without having to 
build freeways.

Bringing car registrations and petrol prices on par with other countries 
could also help bring in extra money. Have a look at how much it costs to 
run a car in Singapore and how effective their public transport is - just 
as an example.
