Bleakheath would be worth doing, as would Wenty Falls. Dunno about Leura,
being right in the middle of Katoomba/Wenty Falls, people from Leura could
access either of those two stations. As far as distance to the station goes,
only those living along the Mall, down towards Gordon Rd would be
disadvantaged by having to go to Katoomba or Wenty Falls. The other main
source of elderly/disabled passengers is in Morven Rd, and it is probably
only about an extra km to Wenty Falls from there, which they would happily
do if there were lifts there.

The other thing to consider is that two lifts would be required at WF, only
one at Leura, since access is from the overhead road bridge - so Leura would
probably be cheaper to do.
