There are no "rights" involved. Countrylink have the "rights" to the
NSW/Victorian government joint venture on the route, i.e. the operation of
the passenger services previously operated jointly by the government rail
systems of both states. There is nothing to stop a private company coming in
in the same way that private freight operators have done.
