Quite easy to do too. AFAIK, that line is rated at 120kph for Sprinters. 
Moorabool, Lethbridge, Meredith and Lal Lal stations still exist. Dunno 
that there would be a use for Moorabool or Lal Lal, but you could also 
build a station on the outer suburbs of Geelong (Lovely Banks?).

Might be some ARTC issues thrown in there though.
