I don't know if there is a city circle train - I didn't think there was.  
I would have assumed that trains like you mention are simply ones coming 
in from wherever, going through the city loop on the way to Flinders 
Street, and then not taking passengers - you see them at Spencer street 
marked as 'Flinders St'.
