Paul is correct, the Ballarat Tramways were one of the first to gain Rail
Safety Accreditation, they also have museum accreditation, which does not
have any bearing on their safety management system. The biggest hurdle for
main line groups becoming accredited is crewing, unlike tourist railways who
can train their own volunteers, the amount of training for a main line
driver is beyond the scope of volunteers. Hence the need to be able to
employ suitably qualified staff from other railways (FA, VLP, Bayside,
Hillside, NRC et al).
This is now possible, thanks to the completion of an EBA which was created
jointly by Steamrail and the RT&BU. There are still other logistical
hurdles, signing of various access agreements with track access providers,
finding the money to prepare all the documentation (kiss $20k goodbye). None
the less, Steamrail is aiming to become an accredited operator by the end of
2001.
