Public transport fines could be scrapped in a radical attempt to curb
fare evasion and violence on trams and trains. Transport companies want
to offer fare dodgers the option of buying $80 of tickets instead of
paying a $100 fine.

fine, or the fine is cancelled if you buy a new set of plates within 21
