Just because it has been started doesn't mean it will be finished, just look
at the Maldon-Dombarton, Gulgong-Maryvale and Guyra-Dorrigo lines. These
were all started and never finished.
The signalling may be all go, but couldn't the signalling be all upgraded
and then the overhead not put up because of a change in Government.
I know that's being cynical but I usually am regarding anything to do with
politicians.
