One could argue that it is in the best position, as the normal member of
the public who they are trying to attract may see the train, then as the
train goes past see that headboard that promotes the train operator. It
would be a win-win for the photographers at the front, and have the rear
telling the public as it goes past who to see !

You see the front for what it is ,a loco hard at work rushing at you.
Then after enjoying the  loco passing you then can watch the train idly,
and clearly note any details as the rear passes.
