Would you sell your wares (ableit, that you may need one day) to a 
competitor? The simple reason National Rail have an abundance of 
locomotives and rollingstock sitting rusting away is that to give them 
away, sell them, or otherwise loan them to another operator will give said 
operator an advantage.
