[NSW] Paralympics timetable: brainless timetabling?

See the confusion that was mentioned by Chris Downs in the west for the
trains into OP, I wondered why did timetabling modelled the Paralympics
TT on the 2000 Easter Show ones, rather than refine the Olympic TT: less
Olympic Park Metros from Sydney and Blacktown (obviously 15 trains/hr is
NOT required at midday!), increased peak hour trains (similar to the
normal TT but of course with some services cancelled), and like the
Olympics TT, only run trains into Olympic Park from Sydney and Blacktown
(and not from Penrith, Liverpool, Campbelltown, North Sydney, Hornsby
and a myriad of other places)?
