The phones were given to guards so they could be used in an emergency,
or when they had no one to relieve them, or needed to get in contact
with TCAC etc. They were not given to guards so roster clerks or TCAC
could get in contact with guards. If you were given a phone I am sure
you wouldn't want your supervisor calling you all the time. Mine is
turned off except when I need to use it which is exactly why we were
given them.
