National Train identifiers

Came across an up NRC train today near Gunning on the Main South with
the number RW2 heading for Pt Kembla.
Anyone know where the originating station with prefix R is ?
The only one I can think of is The Rock but what on earth would an NRC
train be carrying from the rock.
This train had all containers and they were all the same style and
color.
It was also unusual for NRC trains in that it had a single NR as the
loco.
