It is fairly clear to me

If the railways were to cease running trains altogether, this would overcome
all possibility of injury to fettlers, there would be no need to issue
timetables, no need to compensate the Airport station owners, etc.......

Lets to real here. How many road maintenance workers are killed and injured
by lack of regard to safety rules in that industry? It happens in EVERY
industry otherwise we would not need Occupational Health & Safety rules. The
rules are there to be obeyed. If there is an accident, then SOMEONE was not
cautious. You can not drive a car without regard to the possibility of
another car or a pedestrian being in the wrong place. Why should train
driving be any different.
