Shame on you for suggesting such as thing...  Public transport on
freeways is of bugger all use to anyone.  Because it can only travel of
a freeway it cant stop very often, and consequentially can serve a
mininal number of distinations and wont appeal to consumers...  Journey
time should not be top priority when planning for public transport... 
Frequency of service and network design are most critical....  Being on
a slow moving vehicle is much better than sitting, or standing, at a
stop waiting for a bus that may never come but if it does will get you
there in ten seconds....
