Both use 1500vdc Chopper control. Most likely the same unit which fits into 
the roof above the drivers cab.

This, AFAIK is a software issue, not hardware. Reprogram a 4D TMS to 
Tangara spec and it should be able to work (after guage and coupler 
modification) in multiple with a Tangara. IIRC, the 4D was delivered with 
Tangara specs, and programmed to work to Comeng specs.

(Going by knowledge that I've gathered from this newsgroup, and people who 
have worked with them).
