No, ASR will not own the line, they certainly are a
partner in the consortium building it, but the line
will be open to _any_ operator.

At the moment, NRC is the sole rail operator into the
NT since the death of AN.  Nothing to stop any others
from hauling into the Territory right now and the same
rules will apply to the Alice to Darwin line.
