The depth of Darwin hharbour in the 1986 data would be the old harbour as
AFAIK East Arm was not started muach later. Darwin has a large tidal range
(max 8m) and a shallower harbour could be built if necessary by bringing
ships in and out on the high tide and having deep berth pockets dredged for
low tides.
ISTR that East Arm was designed to overcome depth problems. It still won't
overcome the lack of cargo problems, though. How big a port do you need to
ship cattle through?
