That David is the whole answer to the question.

Given the same conditions the same rail bed and formation.  If it (the
formation) is poor the wooden sleepers win hands down, and employ more
people.

On the other hand spend the money, to prepare a formation properly, use the
correct fittings and concrete sleepers will last a lifetime. Given that no
Driver fails to stop a signal or incorrect indication, or something equally
disastrous, to cause a derailment.

Concrete Sleeper with all of the "jewellery" to go with them are almost
twice the price of Wooden sleepers.
