In both ipart submissions, CityRail and Sydney Buses both state that
they compare well with other forms of transport.

Cityrail does use one very isolated case in its comparison whereas
Sydney Buses takes from many cases.

So who is actually lying? They can't both be more competitive and based
on the evidence presetned by both, Sydney Buses are the more competitive
overall.
