Interesting point. I guess the official line is that it wouldn't have helped
much.

And in a way I agree because the structure of the car carrier can't really
be altered from the existing design unless new vehicles are built. And even
so the skeletal nature of the car carriers would make it difficult to design
in anti-telescoping features since there is so little scope for energy
absorption.
