In my experience as a guard and driver I found that passengers cause
most of the delays when it rains.
True wheel slips, signal failures etc occur but it is amazing to see
groups of people huddled in small groups. One or two people at a time
dash across into the carriage, then a small wait for the person to be
fully in and fold up their umbrella, then another two so on and so on. 
Then there are the last minute crowd running down the stairs from the
bus that has just pulled in late for much the same reason.
Ok it might take only 30 secs longer but multiply it by the amount of
stations. 
Next time it rains just have a look. :-)
