Yes, they did have HEP installed.
Just about the best looking pass loco ever anywhere in
the World, ......of course I am biased. :) 

The original CL class was something that even the Yanks
never had, the nose of a classic GM diesel with the
mansard roof and full car body of their later
incarnations.
 
The idea of the later CLP was good, the problem was the
implementation was not so good.  Big reliability
problems, but I think Clyde who built the originals
have sorted out the MK rebuilds since then for ASR, 
of course, I stand corrected.

The WAGR L class and the CR CL class were way before
the rest of Oz knew what a high horsepower loco was.!
Nah, ....you can have your 80 whatever, C whatever.
  
Out where the long heavy haul was a reality, the L's &
CL's were legend.  Anything from NSW and Vic was just a
follow on, but then, they along with a previous federal
government, finished up determining what we have today.
