Often, most of the cars are 8 cars in the timetable with the occasional 4 or
6 car thrown in (during the peak). As a result, the person controlling the
panel may leave the 8 car light on out of habit etc. IIRC, if a train is cut
down to 4 cars etc, statff on the City Circle are rarely told (unless it is
in a Special Train Notice beforehand and the staff have read it.)
