As stated in your post; yes, it is proposed to extend the Joondalup
(Northern Suburbs) Line from its present terminus @ Currambine, to
Clarkson.  A tunnel is *already* being constructed (in association
with roadworks and bridges) between Beckenham and Kenwick stations, to
take the new line under the present Perth-Armadale line, to connect
with the double dual guage (NG & SG), Midland/Forrestfield to
Cockburn/Kwinana line.  At Bibra or Thomson's Lake, the line will then
deviate from the above, to run South down the middle of the Kwinana
Freeway (in imitation of the NSR wihich runs North on the median strip
of the Mitchell Freeway).  In the long term it is proposed that this
line terminates in Mandurah (you'll have to get out your atlas).

Interesting about Bellevue.  The old DMUs of the then Perth suburban
rail network used to extend (before electrification) trains past
Midland station, to Bellvue, and on to a terminus @ Koongamia.  The
Bellvue-Koongamia spur was part of the *original* line over the
Darling Scarp via Mundaring, before the Main Eastern Line (NG) was
constructed via Swan View  to Chidlows Wells.  All gone now of course,
since 1966, and the construction of the double dual guage Avon Valley
line
