btw, they are very common in the workforce, even in the Admin sections of
CityRail (not sure about train crew).

I think that Simon Lane was being judged on how he performed as a person, as
an employee. Sure, CityRail's performance as a company is a major part of
his position description I'd assume but it is also how he manages as a
manager.

Also, I think that the bonus was higher than a lower rated employee would
have been as an extra incentive.
