A touch card is simply a different physical embodiment of a
magnetic-stripe.
If Melbourne changes, it doesn't alter the most noxious parts of the
current metcard system:
* the requirement to 'revalidate': on exit as well as on entry.
* the refusal to offer more than $10 change from a machine or to provide
multiple sale facility.
* the lack of provision of note-accepting machines at all points of sale.
