Ontrak, Maraylya, NSW

At the "top" end of Boundary Road, Maraylya (i.e. the end farthest away
from Windsor Road) there is a building labelled "Ontrak". 

Outside is a yellow rail vehicle, perhaps 10 metres long, bright yellow,
on two four-wheel bogies, gauge unknown but perhaps 18 inches. It has
very solid side frames and appears to be a cylindrical tank of some
sort. It is just standing on the base surface, i.e. no rails.

Also further away in the yard is what seems to be an upturned frame of
some larger-gauge vehicle - looks a bit like (say) an S truck
underframe.

These observations were made in less-than-ideal conditions, so may be
less than completely accurate.

Who/what is Ontrak, and what are these vehicles?
