Every state has/had something which stood out from the rest of the field:

Qld- 1550-1555 These locos for some reason didn't have a full silencer on
them and were noisier than the other 1550s
        2350 & 2370 Noisy powerful EEs

NSW- Anything ALCo of course ( even the 48s but they replaced steam)

Vic- S class, as I have mentioned before 2 of them notching up out of
Ballarat on an Adelaide bound goods would bring tears to the eye of a bag
needle
        Y class for sheer noise on heavy shunts

Tas- Anything EE

SA- 900s and 600s

WA- X Xa Xb for their noise, smoke, sparks and oil pouring down the sides
        A AA AB same as the 1550s- very noisy locos
        P class - Honorary ALCos
        C class- EEs- the crews hated them ( the 45s of WA- draughty, noisy,
rough riding)
        G class- same as the Cs
        N class  ALCo of course

And the winner is:    WA's X Xa Xb - seeing was believing!
